Based on the scoring system from the original Purple Guide to health, safety and welfare at music and other events. The current Purple Guide also uses a tiering system, shown below. Your local Safety Advisory Group may expect either, so it helps to look at both.

The latest guidance: tiering.

The current Purple Guide groups events into five tiers. If your event shows signs of more than one tier, we'll help you work out which applies.

Tier 1Smallest and simplest events

Typical signs: A few hours or less, fewer than 500 attendees, no or minimal alcohol, hospital referrals very unlikely.

Cover level: Often covered without a healthcare professional or ambulance, but a suitable first aid kit, someone able to use it and access to a defibrillator are still needed.

Estimated cover: 1 to 2 trained first aiders or first responders, a first aid point and a defibrillator on site.

Tier 2Larger events, often licensed

Typical signs: Up to a day, up to 2,000 attendees, social drinking, low risk activities, hospital referrals unlikely.

Cover level: A dedicated first aid resource, preferably led by a healthcare professional, with an ambulance if hospital transfers are expected.

Estimated cover: 2 to 4 first responders, led by 1 healthcare professional such as a paramedic or ECA. Add 1 ambulance with 2 crew if hospital transfers are expected.

Tier 3Larger events with greater potential for injury

Typical signs: More than one day, up to 5,000 attendees, alcohol or drug intoxication likely, hospital referrals foreseeable.

Cover level: A dedicated medical resource with a clinical lead experienced in pre-hospital care, healthcare professionals, first responders and ambulance cover.

Estimated cover: 1 clinical lead, 4 to 8 first responders, 1 to 2 paramedics or nurses, and 1 ambulance with 2 crew.

Tier 4Larger, more complex events

Typical signs: One to several days, up to 10,000 attendees, significant risk of injury, hospital referrals likely.

Cover level: A dedicated medical resource with a clinical lead, doctors, paramedics, nurses, first responders and crewed ambulances.

Estimated cover: 1 clinical lead, 1 doctor, 2 to 4 paramedics, 1 to 2 nurses, 8 to 15 first responders, and 2 ambulances with crew.

Tier 5The largest or highest-risk events

Typical signs: Several days, more than 10,000 attendees or higher-risk activities, referrals to hospital expected.

Cover level: A comprehensive medical resource led by a registered doctor, with full clinical teams, ambulances and control staff.

Estimated cover: Doctor-led, with 2 or more doctors, 4 or more paramedics, 2 to 4 nurses, 15 or more first responders, 3 or more ambulances with crew, and a medical control point.

Estimated cover is a guide only. Final numbers are confirmed by our clinical lead after your event risk assessment.
